Move the "Manage Smart Lists" and "Restore" options

The Manage Smart Lists and Restore actions have been moved from the header menu to the actions menu (⋮) next to the Add Contact button. This change streamlines the interface, improves navigation consistency, and makes the actions more accessible in their context of use.
